The Department of doing nothing

As several months have gone by and the departments of doing nothing have done nothing.  We have to ask who is this department?   Is it Goulburn Murray Water or possibly Vic Roads or then again it could be The Murray Darling Basin Catchment Authority.   Another possibility is the Shire of Murrindi.   Then one other springs to mind is Me, but my excuse is I sold all my chain saws before I moved to Melbourne.  We, Nella And I, could do the job -  chain saw required.   I can visualise the company name:
